I. Background

The 15th Conference of the Parties to the United Nations’ “Convention on Biological Diversity” (COP15) is scheduled to be held in Kunming(“Spring City”),Yunnan Province in May 2021. Chinese President Xi gave a keynote address through video on the Biodiversity Summit held by the U.N. on September 30th,2020 and sent “Invitations of the Spring City” to the world.

To highlight the biodiversity characteristics of Yunnan Province, build a world spring city and flower capital, and improve the city amenities and environmental quality, the People’s Government of Kunming City and Chinese Society of Landscape Architecture (CHSLA) will jointly hold “China Kunming Mosaiculture Competition” during the conference on the theme of “Flowers in the Spring City Make a Better life”.

Enterprises and organizations at home and abroad are invited to choose their own booth from 147 locations designated by the Organizing Committee of the competition. Participants are supposed to follow the rules of the competition and design modern mosaiculture works of unique style and distinct themes. In addition to making the spring city and the environment more lovely, mosaiculture is expected to fully showcase the three-dimensional creating techniques, comprehensively enhance the application of new species of flowers, and build a high-level communication platform for landscape art and garden modeling.

III. Participants

Domestic and foreign urban landscape design and construction organizations, gardening and horticultural landscape design and construction organizations, colleges and universities, administration landscaping departments at all levels, and enterprises or institutions that are willing and able to participate in this competition.

IV. Schedule

1. Registration: December 7th-31st, 2020

2. Design submission: January 1st-7th, 2021

3. Peer review of design: January 8st-22nd, 2021

4. Selected designs announcement: January 25th, 2021

5. Preparation of construction materials: January 26th-April 20th, 2021

6. Move-in:

Must be completed in Kunming Dianchi International Convention and Exhibition Center before April 20th, 2021

Must be completed in other point locations before April 30th, 2021

7. Move-in material uploading and review: January 26th-April 30th, 2021

8. Exhibition: May 1st-June 30th, 2021

9. On-site peer review: May 10th-13th, 2021

10. Popular voting: May 5th-20th, 2021

11. Prize presentation: Late May 2021

V. Registration

(I) Competition time: Officially started on December 7th, 2020, and will end on June 30th, 2021

(II) Time for registration: December 7th-31st, 2020

(III) Ways of registration: log on the official website of the People’s Government of Kunming City (http://www.km.gov.cn) or the official website of Kunming Municipal Bureau of Urban Administration (http://cgj.km.gov.cn/), click the competition portal to log on the official website of the competition for registration, and submit relevant materials based on the requirements. The registration is deemed successful once the confirmation email is received.

VI. Competition

(I) Venues

147 site locations are hand-picked in key districts, roads, and nodes of Kunming City; they are classified into class A, B and C based on the floor area. There are 15 site locations of class A, covering an area of more than 250 m2. There are 55 site locations of class B with a land area 100-250 m2, and 81 site locations of class C with a land area 20-100 m2. (III) Themes of Mosaiculture Works

Participants may design their works themed on “amazing biodiversity”, “resonance of cultural diversity”, “moving toward a better life”, “achievements of green development” or “friendship between sister cities in the world”.

VII. Rules of Review

(I) Peer Review

1. Design Review

According to the scoring standards, the review experts review and grade the design plan online. The designs passing the preliminary review is ready for move-in; otherwise, the experts will give suggestions to improve, and the participants should resubmit the revised designs within the specified time. Each participant will have only one chance to modify the design.

2. On-Site Review

All participants will complete the move-in on time and display their works to the public. Experts are grouped to have an on-site review and grade the works according to the scoring card.

3. Extra Points

To promote creativity, 15 extra points could be awarded in the peer review to encourage the works which reflect the cutting-edge trend and technology of mosaiculture.

 (II) Popular Review

After the move-in is done, citizens will visit works in different places in the urban area or watch all the works online, and vote for their favorite works. The ranking of votes will be the basis for public evaluation score (popularity voting).

A full score is 10 points. Works ranked in the 1st-5th place is scored as 10 points; 9 points for works in 5th -10th place; 8 points for those in 11th-20th place; 7 points for those in 21st -30th place; 6 points for works in 31st-40th place; 5 points for works in 41st-50th place; 4 points for works in 50th-60th place; 3 points for works in 61st -70th place; 2 points for works in 71st-80th place; and 1 point for works in the 81st -100th place.

The final score of the works is the total points from expert scoring and popular scoring.

VIII. Awards

Three groups of awards will be set for site locations of Class A, B and C. Certificates of honor and cash rewards will be granted by the organizer. See the table below for awards and cash rewards.

IX. Other Descriptions

1. Participants should register and log on first before visiting the registration page.

2. After selecting and submitting the site location, please upload relevant materials (Registration Form, Letter of Commitment, Information Form of Project Responsible Person) within 24h.

3. Participants should submit the designs following the design requirements to the official website of the competition before 17:00 on January 7th, 2021.
