Kunming Consensus achieved in China-ASEAN Industry Cooperation Conference

[InKunming--Kunming]  On June 6, 2014, the 5th China-ASEAN Industry Cooperation Conference is held in Kunming, China. The conference has reached following consensus:

1. Participants agreed, supported and reiterated the Consensus adopted by prior four China-ASEAN Industry Cooperation Conferences in Kunming:

China and ASEAN are important economic and trade partners of each other. China is the largest trade partner of ASEAN, while ASEAN is the third largest trade partner of China. During the past 3 years, ASEAN is the largest destination market of China in terms of overseas investment. In recent years, China-ASEAN economic and trade cooperation has achieved rapid development. It is a pragmatic choice for both sides to further strengthen economic and trade cooperation in order to maintain the vitality of regional economic growth.

The establishment of China-ASEAN Free Trade Area has provided a more open environment and convenient conditions for Chinese and ASEAN enterprises to develop trade and investment cooperation, and created broader space for both sides to engage in industrial cooperation and docking.

Main content of China-ASEAN industrial cooperation is to strengthen exchange and connection in mutual industry, to make full use of economic complementarity between the two sides by resources integration, to upgrade regional economic and trade cooperation from a single model of bilateral enterprise cooperation to a complex model that combines enterprise cooperation with overall industrial cooperation, and to build an industrial chain which owns comparative advantages in this region.

China-ASEAN industrial cooperation is conductive to industrial restructuring and upgrading for regional countries, beneficial to improve regional productivity and competitiveness in international market, and is an important measure for both sides to avoid vicious competition in trade and economic cooperation and to achieve mutual benefit and win-win results.

2. During this conference, the First Work Meeting of China-ASEAN Food Industry Cooperation Committee was held, China-ASEAN Logistics Industry Cooperation Committee, China-ASEAN Building Materials Industry Cooperation Committee and China-ASEAN Rosewood and Furniture Industry Cooperation Committee were established, which will promote mutual industrial cooperation to enter into a new stage of development.

3. In the year of 2013, China and ASEAN have settled down two goals of achieving 1 trillion USD trade target by 2020 and a newly-added 150 billion ESD investment from 2013 to 2020. Participants believe that industrial cooperation and connecting conducted by relevant Chinese and ASEAN chambers and associations will boost bilateral trade and investment cooperation, will contribute to realization of afore mentioned targets, and will be beneficial for Chinese and ASEAN business circles to seize new opportunities brought by the targets.

4. China’s proposal for building Maritime Silk Road will be beneficial to enhance mutual-beneficial cooperation in fields of port construction, goods transport, economic and trade activities among countries along the road. China and ASEAN business circles will actively promote construction of Maritime Silk Road throughout industry cooperation and connecting, and enable industries of both sides to obtain new development in the construction of the Maritime Silk Road.

5. Participants Suggested: Chinese and ASEAN governments should attach importance to industrial cooperation in developing economic and trade cooperation, in GMS sub-regional economic cooperation as well as in the building of the Regional Comprehensive Economic Partnership (RCEP), should enhance mutual communication and coordination regarding to making industrial policies and plans, and should elevate industrial development levels during the progress of regional economic integration.

Relevant Chinese and ASEAN industry associations should act as bridges to promote regional industrial connecting and cooperation, promote information communication, capacity building, convention and exhibition cooperation, explore and carry out pragmatic cooperation, including two-way recommendation of famous brands products, project cooperation and investment promotion, etc., in order to achieve new development of domestic industry within Free Trade Area.

With the establishment of industrial cooperation mechanism, two sides are to regularly promote exchanges between industrial associations and enterprises. Relevant industrial associations should actively make best use of established business cooperation mechanisms, to jointly make and lead implementation of industrial cooperation planning on the basis of equal consultation, to innovatively and pragmatically promote cooperation of relevant industries.

Enterprises of both sides should actively pay attention to and participate in industry cooperation, grasp business opportunities by understanding industrial policies and plannings of relevant regional countries.

6. Since 2010, the China-ASEAN Industry Cooperation Conference has been successfully held for 5 times. The conference has set up an effective platform for Chinese and ASEAN relevant industries to strengthen exchanges and cooperation, and it is a significant activity for China-ASEAN industrial cooperation and connecting.
