Residents doubt about the dog managerial fees they pay annually and regulations on dog raising in Kunming. And there is a rising trend that more dogs are cast away by college students after graduation.
Control Regulations on Dog Raising has been implemented in Kunming since 2008. But according to the present situation, the regulations have not worked effectively as expected. Some specialists regard the regulations as mere scraps of paper.
Contradictions between managers and dog owners have been emerging for 3 years since the implementation of the regulations. Most owners of dogs applied for the dog certificates in Kunming, but nobody check. Less people chose to make the annual inspection next year.
RMB 240 are collected for raising a dog each year, RMB 80 for chips and RMB 30 for immunization fees, these are fees a owner should pay for a dog in Kunming.
Reporters learnt from Kunming Police that Kunming Police are in charge of the dog certificates, but the ministry of finance charges the fees. According to the fees of RMB 240 for a dog annually, over RMB 10.94 million fees on dogs have been collected, but the expense of the fees is not transparent.
“It is not too much to pay RMB 240 on the management of a dog a year, but the government doesn’t provide us with a clear account of the money. We owners don’t know the expense of the fees,” said Ms Su, an owner of a dog.
Su registered her dog in 2008, and took her dog for vaccination and annual check. Until today, she puts her dog’s certificate in her pocket chronically before taking a walk with her dog. “When I got my dog registered, workers at the management center of dogs told me to take the certificate whenever I go out with my dog for their check. However, so far I have not been checked once,” said Su.
A preliminary estimate about the number of dogs has been conducted, and there are about 200,000 dogs in Kunming, including around 80,000 in the urban areas.
Kunming Kennel Club was founded in April, 2009. “The club is mainly responsible for the alleviation of contradictions between managers and owners, ” said Zhou Ling(周玲) , secretary general in Kunming Kennel Club.
According to Kunming Kennel Club, by the end of July this year, 45,600 dogs have been registered. But in the first 7 months, only 148 dogs got registered.
One should take responsibility when raising a dog.
Each July, many dogs became strayed.
The strayed dogs have not only been highlighted in society, but expended to colleges and universities. Owing to the limited conditions of dog raising in campus, a campus has been a big ditch for the soar of homeless dogs, especially when their young owners have to find a job or move back to home after graduation.
A student, alias Xiaoru, couldn’t resist the temptation of the cuteness of a puppy and bought one. Even though the regulation of “No pets raising” in the dormitory, she has to hide her dog and raise it in her dorm.
She will be a senior student soon. Her hometown is Tangshan City in Hebei Province, and she is not going to stay in Yunnan after graduation. She is at a loss about the future of her dog. She said what she could do is to stay in the school and take good car of it this holiday.
As to these dogs, they are the weak compared to human beings. Their owners are their only dependences. Once abandoned, they will be passed to other places, and in most cases, they will become homeless dogs, no matter how sentimental the reason of casting is.
It is a kind of responsibility if you are going to raise a dog, and you should schedule well about its future.
How to lead the management of dogs into the right path? At present, Kunming can not provide a satisfactory answer to residents.
Zhou Ling thinks that owners cast their dogs away on impulse without sterilizing dogs, leaving the explosion of dogs.
"One should be rational to save homeless dogs," said Zhou. At present, there is one institute for housing the homeless dogs, and there are a dozen of volunteering organizations for dogs. About a thousand of dogs are saved and raised by some private organizations. Zhou thinks the aimless saving of dogs in the folk organizations can hardly raise the pricks of conscience of owners who abandoned their dogs, but be conducive to the increase of the irresponsible behavior.
“The best way is taking dogs to the institute for housing the homeless dog,” introduced Zhou.
“Ninety-five percent of dogs in the institute for housing dogs are homeless dogs, ” said a police. By the end of July this year, 22,386 dogs have been taken in by the institute. So far, only 2512 of them have been adopted by residents. Based on their age and health conditions, if some dogs can’t be adopted, they have to face the euthanasia. (Editor: Lynn)
