The 28th Session of the 12th Standing Committee of the Kunming Municipal People's Congress was held at conference hall at 9:00 of October 29. The draft of Establishing Dianchi Lake Wetland Protection Areas proposes that the Dianchi Lake Wetland Protection Areas will be divided in 4 sections:
1) Core area, which is about 13km2, covers 4 first-level protection areas of the 4 drinking water reservoirs: Songhuaba, Baoxianghe, Chaihe and Dahe Reservoir. No individual or organization is allowed to enter except for the reason of scientific research.
2) Seasonal core areas, which are about 298.6 km2, cover water area of Dianchi Lake and will be treated as the core areas during certain periods (e.g.: fishing ban period).
3) Buffer areas, which are about 17 km2and cover areas where the forest ecosystem is relatively perfect, locate at the land areas of the 4 drinking water reservoirs protection areas. Only observation and research activities are allowed to be carried out in these areas, while infrastructure construction and activities that do harm to environment are prohibited.
4) Experimental areas: which are about 103.4 km2and cover areas where the forest ecosystem needs to be restored, locate at the land areas of the 4 drinking water reservoirs protection areas; the 36 rivers that flow into the Dianchi Lake and epitaxial areas of 20-50 meters from the lake banks; lakefront and a part of Xishan Mountain which situates to the west bank of the Dianchi Lake. Ecotourism activities are allowable to be undertaken at these areas, but no installation that does harm to the environment and natural views is allow to establish. (Editor: Minnie Mao)
